It may not be cuurrently possible to change the Program Change key...

From the MIDI-OX help file:

The standard Keyboard/Note mapping can be adjusted via the KeyNote.INI file. This file is created in the application directory and initially contains the default mapping. You can always get back to the default mapping by deleting or moving the KeyNote.ini file. To change the mapping, open the KeyNote.ini file with a text editor such as Notepad.

In the file, the identifier on the left corresponds to the Key or punctuator name, and the value to the right of the equal sign represents the number of halfstep intervals from the note of 'C'. To unmap a key, set its value to -1. Any mappings that are currently set to -1 aren't being used but could be if you change the value to a positive offset. Here is the default mapping.
